E-TRACC System to Boost Cargo Monitoring (Bureau of Customs CMO 09-2024) | April 25, 2025

Electronic Payment Portal System (e-Pay) shall refer to the online application by the BOC for online payments using authorized digital payment platforms with payment instruments like credit card, debit card, and digital wallet.

The Electronic Tracking of Containerized Cargo (E-TRACC) System, tracks the movement of containerized cargoes and was recently expanded through Customs Memorandum Order (CMO) No. 09-2024. Despite criticisms from export groups, this order now covers both inland and sea transfers, outlines updated rules for registering cargoes (including those entering freeport zones as well as those for export) while providing real time and accurate information of containers.

In the case of Hilario Cosme v. People of the Philippines, the Supreme Court held that where the accused security professional is licensed to exercise their profession and is equipped with a permit sanctioned by law, possession of the issued firearm under a belief in good faith that it is licensed is a valid defense in a case for illegal possession of firearm.
